I have never heard of such a thing. I suspect you mean a lot of websites do not support shipping directly to China. But usually international shipping is only available to a few countries. And even if it is available, the shipping price is often very high. If you buy on ebay, you can contact the buyer if he/she supports international shipping. In many instances you can actually buy the product and ship it from overseas yourself.
Do you mind make a list of such websites and their policys? Have you contacted them to clarify if they really do not accept Chinese customers? I am very confused.
Update: I still do not see if they discriminate against Chinese customers (vs Japanese, Russian, Indian, Italian, etc). In the light of the comments, I think there may be several reasons.
Fraud: International credit cards are often used to skim money. The customer first bought something at website A, and after 30 days contacted bank B claiming he/she had never shopped at website A. Then usually website A has to pay for the item as well as the credit card expense.
Inconvenience: International credit cards often carry with a foreign transaction fee. And some credit card companies (like Mastercard) have strict restrictions for card use overseas. Often one has to call the bank first before buying an item overseas exceeding a certain amount (like 300 dollars).
Technical problems: The shop owner might have technical problems to use an international credit card. I think they might not be expecting an international customer and the software/hardware is not well equipped for the task. For example, some shops in Moscow do not accept American/Chinese credit cards alike, and some only take rubles. The same thing could happen to a US company. In this case all kind of wierd things could happen. For example, Greyhound (a US company) sometimes only accept credit card, not debit card.
Product line subdivision:For some companies, they may have different divisions in US/Europe/Asia, etc. And they do not want their products to be mixed because what was developed for European division is not suitable for American customers. So usually they would automatically re-orient the customer to the corresponding regional website, and one cannot buy products in the European website and ship it to US. For example Blueair"s products cannot be shipped to China directly. There is also the possibility of price protection.
For the IP address issue - can you send an email or call the website directly to clarify? I am really shocked to hear this. Perhaps their website has been under attack by Chinese hackers and was forced to be closed for a while, but this sounds strange to me nevertheless.
